Why did Lincoln wear a tall hat?

There is no direct evidence as to why Lincoln wore the hat he did.  He might have thought it somewhat fashionable, though he usually did not care for such things.  Perhaps he found it a perfect place for him to store his papers – which he did – when he traveled; they were easily accessible and would be kept out of the rain or snow.  He might also have liked to accentuate his already tall body, giving him a psychological advantage over others.

One of his hats had a bullet shot through it, as he rode from the Executive Mansion out to the Anderson (now Lincoln) Cottage, also known as the Soldiers’ Home.

Did Lincoln always wear that black suit we see in pictures?

I haven't the foggiest.  Most likely he took it off from time to time, especially late in the evenings when it was time to retire.

Lincoln himself said, in an autobiographical memo, that they were grey.  But contemporaries wrote that it was grey/green or hazel – I suppose depending on how the light hit them.  I myself one sold an oil painting of him by a Springfield, Illinois painter who had actually viewed Lincoln on many occasion, confirming the eyes being grey/green or hazel – both being represented in the oil.
